In addition we believe that being clear about the suitability of WebDriver-BiDi for agentic use will have ecosystem benefits. By putting the work formally in scope, developers will be informed that WebDriver is a good fit when developing browser automations outside of the testing space, and will understand that the WG is interested in helping them solve any problems they encounter.\n\nWe wanted to bring this to the WG for discussion before proposing any change to the charter. However as rechartering is currently in-progress this is a good opportunity to make changes.\n\nOne concern is that some agentic features might take longer to fully standardize than testing use cases that are better understood or have better pre-existing levels of interoperability. We wouldn't like the main WebDriver-BiDi specification to be held back from progressing along the standards track for these reasons (in particular we wouldn't like it to prevent publishing a CR).\n\nThere are several ways we could solve this, but perhaps the easiest would be some additional flexibility to publish one-or-more separate standards-track documents for any features which we expect to take longer to reach the desired level of interoperability. However we don't believe that this is critical to the main question about the overall If `fileDialogBehavior` is `null` (default), it falls back to `session`'s `user prompt handler` (`unhandledPromptBehavior.file`).\n\n### Relationship with `unhandledPromptBehavior.file` Capability\n\nThis command overlaps conceptually with the `unhandledPromptBehavior.file` capability (set at session creation in `session.new` or per user context in `browser.createUserContext`), with a clear division of responsibilities:\n- **`unhandledPromptBehavior.file` (static default policy)**: Defines the baseline session/user-context fallback when no explicit file dialog behavior is configured — either suppressing and canceling unexpected file dialogs (`\"dismiss\"` / `\"accept\"`, the default) so automated runs never hang on native OS UI, or allowing the native OS dialog to appear (`\"ignore\"`). Because it is a static capability, it cannot carry dynamic file paths or be toggled mid-test.\n- **`browser.setFileDialogBehavior` (dynamic runtime override)**: Takes precedence over `unhandledPromptBehavior.file` whenever set to a non-`null` value, allowing tests to dynamically inject specific `files` (`type: \"allowed\"`) or force cancellation (`type: \"denied\"`).
